turn your gas off and do a compression test at least with your finger over the hole. generally if it blows your finger off hard it is good. drain the bowl on the carb next. keep the plug out and turn it over with the fuel off to clean out the cylinder. Install the plug and wire. Than turn the gas on just long enough to fill the bowl. Than turn the gas off. Try starting it that way. Maybe use a little shot of starting fluid as you turn it over. I have had new carbs and rebuilt carbs that the needle sticks and than it backflows into the cylinder and floods it out. if it starts that might be your issue. Make sure your choke cable or lever is in all the way also that will flood it out bad too. If it starts with just the bowl full and gas off just play with the gas shut off on it to keep it running. if it stalls out on you after you turn the gas on and leave it on the needle is dirty. Is your tank clean? Is there an inline filter?

If you still haven't gotten it started take the advice above and spray a quick shot of starting fluid right into the cylinder through the spark plug hole. Screw the spark plug back on quickly, attach the spark plug boot to the spark plug and try and start it. If it doesn't fire like its going to start then you most likely have a compression problem. These engines call for at least 110 psi. I would check with a compression tester if it doesn't show signs of life with starter fluid.
