The cheapest way to swap "speed" for "power" is to go down 1 tooth on the front or about 3 teeth on the rear sprocket(does the same thing roughly.)
Check that link, but I don't even see it offering a kit for your Pred. Having said that, yes, an intake AND aftermarket exhaust can get you a few horsepower. Not sure how well the Pred lends itself to an aftermarket intake, hopefully some owners will pop in and help you there.
