Actually a govener limits engine speed so they don't overrev, and will be reliable. What he adjusted was the throttle limiting screw I would imagine.

Anything that limits (or governs) rpm's or speed is called a governor. Some governors have different technical names that's all.

If you want a quick fix to gain a couple mph's throw about a half bottle of octane boost in you tank. The cheap stuff works fine ($2.00 a bottle), or a 10% denatured alcohol mix works pretty good too, and it's real cheap.
