Default Carb question

I was out riding on Sunday and my bike was bogging down at the tops of all the gears. I rode it at the dunes the weekend before without a problem. I don't have to rejet for the dunes. there was a bolt on the clutch side of the carb just above the where to the carb is bolted together. Well i loosened it up and it got a little better i thought. so i rode around, forgot about it and it fell out. And still have the same problem.
Is the tiny little bolt necessary? i ask because it doesn't show up on the oem parts diagram or a motorsports one.
So look at your Z400 and let me knoiw if it is needed for any thing because you can't even order it.
