One has nothing to do with the other. CC's refer to the displacement or volume of the cylinder(s) of the engine. Horsepower is how much power it makes. Two engines of the same displacement can make drastically different amounts of power.

your lawnmower is probably in the 300cc area and is only 5HP but the average 250cc 2 stroke is 25HP.

I have an old snapper push-mower that was made back in the 80's....203cc and it makes 8 hp. Still runs strong, one of the best push mowers ive ever seen. Anyways my trailblazer 250 makes 22 hp is only 47cc more and it makes 14 more hp. It just kinda depends on alot of diffrent things.
