Default LT 230 carb ?

There is a "starter limiter" on the side of my carb. What is it for? What is the propper way to use it in congunction with the choke?

Also on the pilot screw... What is the propper order all this goes in the carb? (book sucks) I have it as follows:
pilot screw--spring--o-ring--little metal washer--carb......do I have the o-ring and the metal washer in the propper order?

When I took it apart all that was there was the pilot screw! (it did not run)

The starter limiter is for cold weather starting. Below 40 degrees I think. According the the illistration in my factory service manual, the o ring, and metal washer apear to be backwards.

I just picked up a used one, so I should change the signature. Thanks for the offer though.
