Default Rebuilding motor, problem!

i recently took apart my motor completly to inspect everything since i re-built it over the winter, everything is fine, except where the counterbalencer meets the oil seal. It seems to be sealing good, but the crome is coming off in spots. Is this normal wear? should i replace it, or is it normal? thanks for any info. one more thing, the conecting rod is supposted to be a copperish color right? THANKS all!
