I have a 1990 250r, this is kind of hard to explain but when i let off the clutch it stalls like its getting too much fuel. I have turned the idle screw out until its dumping fuel and in until should die but it doesnt. If i kick it in gear with a little higher than idle it slowly moves with the clutch in but if i try to let out on the cluth it stalls, now what gets me is, if its running in gear with the clutch in and its pushed the RPMs go up.
My guess is the clutch plates are sticking and maybe also a carb problem like a vacum leak. Anyone have any fixes for this?

I don't really understand your problem but the idle screw works opposite to the way you think. If you turn the screw out, it lowers the idle. If you turn the screw in, it raises the idle. Neither direction will cause you to dump fuel.
