4 stroke performance technology wasn't invented in 2002. Certainly an 'older' quad can be made to put out considerably more power than stock. Newer 4 stroke quads are considerably faster than their earlier bretheren not because 4 stroke technology has changed in some remarkable way in the last couple of years, but because they have huge displacements.
The manufacturer makes the motor of a quad to a certain compromise. It has to make enough power to propel the machine, and yet be able to survive for at least the warranty period under the tender care of any old moron that buys it. The more highly tuned the motor, the more highly stressed it is and the shorter a time it will live and the less forgiving it will be to the operator exceeding rev limits, neglected maintenance, etc. and the harder it will be to start in extreme weather, all kinds of variables. Bottom line, they're made gutless so they will run reliably for the average owner and not cost the maker money by blowing up during warranty.
Whatever the year of manufacture an ATV can be hopped up to put out twice the power. It will do so in a very limited range at very high rpm, be hard to start, need rebuilding frequently, be loud as he11, reliable as a glass hammer, and not very fun to own. But yes. It would be very impractical but you can hop an 'old' 4 stroke up a great deal.

Heck, you want extreme power? Hook up nitrous and get one run out of it. Maybe.
