LT230 Carburetor Jet Settings

Hello everyone,
I just had a top half rebuild to .40 over. I also have a DG Exhaust on it. I had it back from the shop and rode it around a few times and now it won't start or hold an idle. I have plenty of spark just no gas. I can occassionally get it started up and it will shut right down.I've checked the fuel petcock and fuel line in to the carb and plenty of gas flow. It's about 30 degrees today so I have the choke all the way down on the handlebars and the choke limiter **** on the carb out as suggested. It just dseems like no gas into the engine.
The question I have is where should the Throttle Valve Stop Screw be set as well as the Pilot Screw be set? How many turns from fully closed? Any advice is greatly appreciated!!!!!!!!!
