z400 float setting

z400 float setting
Just checked my float height with clear plastic hose method. It shows it to be 1/4" above the top of the bowl. My service manual specifies 13mm (1/2"), Question is.... 13mm from what? The top of the bowl? It runs fine I just wanted to make sure it was set perfectly. Thanks
