Lt 80 Troubles

Before I get started, I am going to assume that I need a carb. kit, but here goes. I have a '99 Lt80 that seems to run when there is only a small amt. of fuel in the tank. When there is a full tank, the fuel will run out of the front of the carb. As of now, I cannot get it to start. There is fuel and spark, but it will not crank. I haven't tried starting fluid yet. I also have a petcock on the fuel line in addition to the one on the tank. Any suggestions?

Got everything working well....thanks for the help. There was just some gunk under the float valve. I do have another question though.
The oil injection pump is not working properly, so if I were to mix my oil/fuel what would the ratio need to be? I know that my chainsaw is at 40:1 and my boat is at 100:1, what should I use for this little 80?
