LT230S Carb problem?? HELLLLPPPPP!!!!!

We have been having a problem with our lt230s. I bought a repair manual. In the manual it stated that if the adjusting needles on the carb had little or no effect on the performance then it should be rebuilt. I purchased a rebuild kit and replaced everything that came in the kit(it was a bunch of stuff). We fired the quad up and couldn't wait to adjust the carb so that it would idle properly. There was no difference at all and any adjustments made to the carb do absolutely nothing. The engine seems to have a mind of it's own and when it does idle it is not a constant rpm, it fluctuates. The quad runs very well but I feel I could get a little more performance out of it if I could make some carb adjustments that made a difference. Has anyone had this problem? Some things I had probs with.....
Make sure you are sealed good at the intake
Have ALL the air stuff hooked up before adjusting the carb (air box, air horn, filter ect)
When you rebuilt the carb....did you make sure the old washer and o-ring for the air screw were out? Mine had 2 sets in it when I bought the quad! LOL
The idle thing is normal to a slight point.

Thanks for the help guys. You mentioned the washer and o-ring being out when I replaced the air needle. The washer and o-ring are usually attached to the needle aren't they? When I looked into the hole where the needle goes there didn't appear to be anything in there. All the parts from the rebuild kit replaced old parts and everything was accounted for. I think I understand what you are saying. Someone rebuilt your carb and the washer and o-ring had come off the first needle and stayed in there.(Maybe mine would run better that way). I will check all you suggested. Thanks for your help and any other suggestions. for the other person who mentioned elecrical, thank you too and the lt 230's are four stoke models.
