cams make a big diff

i have a 03 z400, will cams make a big diff in power?

yes. depending on if you do just the intake cam or both. intake only gives great bottom end, both helps in the mid to high range

A cam alone will make a nice power increase and add a pipe it will be a whole new atv that motor does well with add ons..
