Mine was hard to start for a LONG time. I put 2 different carbs on and tinkered forever with jetting. Then one day I replaced the lighting coil n thought I'd replace the other magneto coil while I had it apart. So, I replaced both of them and never had a hard starting issue with it again. Don't know if that is your problem, but after 20yrs those coils start to break down and need to be replaced. Its a strong possibility.
One thing that can make it hard to start when cold is the intake valve needs to be adjusted. When the intake valve lash is too tight, it doesn't like to start when cold because the valve never closes. This problem is usually caused by running it with no airfilter (or a poor one).
If neither of those things are the problem, then the carb probably just needs cleaned n tuned or maybe the airfilter replaced.

On the LT230 I had, the metal shavings from the clutch wearing would eventaully build up on the magneto and cause poor spark making it hard to start and poor performance. The shavings would flow with the oil from the clutch to the magneto. Im not sure if there was supposed to be oil in the magneto side or not, or if there was a filter missing/bypassed that should have stopped the shavings. I was a different sort of guy back then I did the minimum to make it go and never bothered to figure that stuff out.
