Bike will only run and start if i give it half throtttle. it will not idle either. I have gone threw the carb and cleaned everything. I'm sure it wont idle because for some reason no fuel is getting to the bowl and the only way it is running is its pulling fuel threw the primer tube.

 

ok got that fixed and now it will run fine at half or full throttle but has a bog off the bottom. I can pump the primer and get it to go fine for a maybee 30 seconds but then it starts popin and wont take throttle unless i pump the primer again.

not sure what you mean by vacum pump. if you mean fuel pump i just replaced that

 

Try cleaning out the petcock filter. That should do the trick.
