Remove the belt/clutch cover.
Use impact wrench and remove the nut on front pully.
remove the roller basket and hold it together so not to let the rollers fall to the ground.
There is a sleeve and a washer/ring.
Remove the washer ring.
Put it back together
This will give you some more power. not much!

The collar on the CVT pulley will not give you more power, just allow for more top end speed. You wil go from about 8MPH to ~15MPH. It will still be a dog on the bottom end because the stock CVT rollers are too heavy for the little motor. While you have the cover off and are in there I also recommend removing three of the roller (every other one) leaving three in there. THat will allow the motor to rev at takeoff before the clutch engages. Once you remove the rollers however you will run into the next problem with this little bike. The rev limiter on the stock CDI is set way too low. You will need to pick up an aftermarket CDI (Dynatek) to allow the motor to rev. These two mods will make it an "acceptable" little kids quad that should keep them happy for a while. Next mods would be an aftermarket air filter and jets. You can also open up the end of the stock exhaust and you will see about half way down the can is a solid plate with a peeshooter hole at the bottom. Take a good size long drill bit and drill about 4-5 holes in the plate.
With the increase in speed comes a need for more stability. Take the rear tires (with larger offset) and move them to the front. Take the front tires flip them around and mount on the rear. The valve stems on the rear will be on the inside but its not a big deal. You will gain about 3-4" of width on the front by doing this and its free.
