i dont know much about pro circuit silencers specifically, but in general, if your packing is in need of replacement the pipe will sound tinny and loud. once repacked, they usually quiet down a little, and get a nice, deeper tone.
i like the msr packing, but its probably just some generic, nothing special, crap.

oh sorry, i missed the part about dissassembly.
1- take the 3 or 4 scews off of the endcap (might be on the end, or in a "ring" around the end of the main housing)
2- slide the end assemby out.
3- remove the old packing
4- look at the perforrated tube that the packing wraps around, make sure that the little holes arent plugged with carbon (even a little is too much)
5- poke them all out with a small tapered insturment such as a pick or punch (take your time, and get EVERY ONE, especially since youre going for the quiet effect)
6- cut the new packing to the length of your perforrated tube
7- then wrap it around as many times as u can (u can usually use the whole piece)
8- slide assembly back in
9- replace screws
