Default 89 KingQuad Rough running and charging issue

89 King Quad. Fires right up and idles fine with or without choke depending on temp. After a minute or two the idle gets rough and (as I have seen described by others) and if you give it any amount of throttle...it bogs down. Last winter when I had this problem I stripped the bike down and rebuilt the carb, cleaned the tank, replaced fuels lines bla bla. Fixed and checked everything fuel related and it still ran the same. Checked the battery voltage with engine off. 12-13V. Fine. Started it at idle..volts at 14+ then with choke at higher RPM and volts climbed to 16, 18 and a bit more. I replaced the rectifier/voltage regulator and the problem went away. For most of the year. Then it happened again. Am I misunderstanding the role of the rectifier? Just how many volts does the stator put out on a normally runnign KQ? Any thoughts about this!! I have no manual.
