WHY would you sell your 230 for a pos blaster????
you think the 230 handles bad??? hah!
warriors are wayyy too heavy, and the wolverine utility motor is puss as hell...
theres no need to get another 230, your chances of finding one with the better shocks or arms is slim to none (since the only ones that are modded, the owners arent planning on getting rid of anytime soon).
lt250- an EXCELLENT bike, but good luck finding one.
your best bet is to go for the works shocks. you dont need to be "good at modding" since the shocks bolt on, and thats all there is to it.

By dog out, do you mean sputter and stuff? If so, it could be you're not getting enough fuel. That's just a larger main jet. JustRandy had a chart a few pages back in the big 230 forum.

Spededdy, I really don't think you should trade your wheeler. You won't be able to get enough money out of it to get something better. Its kind of like a lottery. You might come out with something better if you get lucky, but then again, you may end up with a wheeler that has even more problems. That fact is that these wheelers are over 20 years old and are going to have a few issues or things that need to be fixed. If you want an ATV that won't cause you any problems, save up for a Raptor 250 or Z-250 or something. I would imagine you could find some new, carry-over models around the $3000 range. Then all you'd have to do is maintain them. Plus if you like modding, they'll have a bit more bolt-on after-market parts for them.
On a side note, before you go looking for a 250R, you should know they're 2-strokes. I've never had a 2-stroke and don't know a lot about them, but I believe they're a bit more challenging to maintain than a 4-stroke. lt230sman could probably tell you more if that's the way you want to go.

No, if it was something clogging it, it would be affecting you all across the power band. Do you have an aftermarket exhaust or drilled out air box lid? What's happening is that when you're going that fast, your carb can't spit out gas fast enough for your motor and it starts to run lean. Also, a Blaster won't be much, if at all faster than the 230, since its only 196cc or something like that, and its also a 2-stroke. And the Blaster will be just as poor at jumping as the 230.
Both of your problems seem like they could be fixed with a carb tuning, so what I'd do if I were you is take it to my dealer, spend a $100 bucks or so and have them adjust it. Then you'll be good to go for summer.
