Default limited rev on ozark 250

i just bought an 03 ozark for my 11 yr old. bike starts up, idles great, but power feels a little weak. Bike will not take off as hard as it should and only reaches about 35 mph top speed. guy i bought it from says his mech rebuilt the fuel diaphram. the mech says it needs new pet ****. does anyone have any experience with this problem?? Not sure if this guy knows what he's talking about. Also does this machine have a rev limiter?? previous owner couldn't answer many questions. Any help is greatly appreciated.

If the petcock has a "prime" position, put it on that and pull the hose from the carb. Fuel should be running out.
Yes it has a rev limiter. I sure hope a 11 year old don't come close to hitting it.

pulled the hose and set to prime, gas ran out steadily. i sat there and changed gears 1 to 4, bike is shifting efficiently. reverse feels good torque but starting off and all thru 4 gears feels like bike is inhibited. can't help but wonder if this bike has a regulator on it somewhere?

can u push the throttle in all the way? If not there is a small screw around the thumb throttle assembly that governs how far it can be pushed. Try to rev it in neutral and see if you can hit the rev limiter, you'll know when you do. Don't that that extensively I can see it being a little rough on the engine...

throttle goes all the way. i can feel the lack of power even from the start. torque does not seem to be full force. from what i've read this engine should jump pretty good and it doesn't. it feels like not enough air, or gas. i thought possibly the plug might be bad. any suggestions??

the choke isn't on is it?, the tab for the choke should be up in the air, not facing you when you sit on it. Also see how fast it idles, if it idles fast, and your choke is not on maybe your choke is sticking, or you have your idle set to high. There are some vids on youtube I found of ozarks idleing, see if yours idles faster than theres. YouTube - ozark 250 exhaust
