230 carb adjustments

ok guy i got this 230 quad runner 5 years ago and never had to work on the thing till now
my question is what in the world is that little plunger for on the right side of the carb i looked it up and it is called a pluger started how and what does it do i have never used it i know it pulls out so far and i can not tell what differents it make and the other question i have two screw on the left side the big gold one is to adjust the idler speed and i guess the screw toward the front in front the big gold idler is the air and fuel mixter what is the proper way of adjusting that

That plunger is just a 'stop' to limit the amount the choke lever moves. One position is 'winter choke' and other position is 'summer choke'.
The big screw with a spring is just the idle speed. The screw towards the front is the idle mixture. Turn screw out to let more gas in (richen) or out to restrict fuel (lean).
Your pilot jet may be plugged or your valves may need adjustment.
