When you start the bike up you are in neutral. You usually put choke on and kick it a few and it should run and warm up. Once warm you should be able to take it out of neutral and engage it and give it gas to go. Well to even get mine running fuel must be inserted into the cylinder and it will than kick no problem. But if i don't give it 1/4 throttle it will die. When i give it the gas it needs at 1/4 throttle it rev's much higher than i remember when the ATV did work properly. Also it takes awhile for the high rev to die down when you let go of the throttle, than it dies.

Pilot jet. Won't run before needle jet, And when you let off the gas it takes a while to come down cause it's leaned out below the needle jet when the pilot jet is suppose to take over.

Ok makes sense i will take apart one more time before i get a rebuild kit. 20:1 is a better ratio? This is an older quad so it;s used to the older oil not the new synthetic, but excess oil can't hurt much, can it?

Yeah the pilot jet needs to come out to effectively clean it and the passage it screws into. And I never heard of a seize or a bearing burning from too much oil. Now if you just let it idle time and time again without riding it hard it can " load up " or get excess oil in the crankcase, which a little is how it's suppose to be so the crank and bearings can be lubricated but excess can be " cleaned out " by riding it hard. You'll know if it's loaded up cause it'll feel a little sluggish but after it burns out it'll be fine and be back to normal. Normal 2 stroke thing. And don't be worried about fouling plugs if it's ridden like it's suppose to be ( not putting around ) it won't foul at 20:1. Whatever oil you choose pick a good one from a bike shop no chainsaw oil. I run Honda hp2 full synt.

Ok got it running, but thats about it, running. Has a hard time idleing in neutral but it's a 2 stroke. It's running poor though, boggish at low end and a little hesitant through the rest. So now that it is running what makes it so poor? Reed valve damage?

Well running is one step closer. DO you know by any chance what the small screw adjustment on this Mukuni carb is for? Same side on the exterior as the idle screw but by the air intake.
