Default I NEED HELP ON MT LT80 ( it wont start )

ive had this lt80 probably for about 3 or so years and i quit ridding it because i broke down on me. It wouldnt start, it would only start with engine starting fluid then cut off in a min. Now it wont even start with that. So someone told me to check tha petcock so i did and it is leaking at the bottom when it is on the res position . ive cleaned the carb all the jets and everything but didnt do anything so is the petcock the problem. plus there is some black looking liquid coming out of exhaust pipe

pls help me
