Default 85 quadrunner 250 clutch problem

I picked up a VERY clean 85 quadrunner about a month ago now and i just got it running and going. When i put the wheeler in gear, it feels as if I was in neutral but if you rev it for a while the clutch will engage and when it does its all there and it usually wheelies. I have tried adjusting the clutch with no luck. any ideas on what would cause this? I think it has a centrifugal clutch if i remember right and a clutch that looked like a normal one. im no pro on these old wheelers

now im just trying to narrow down if this is the "secondary" clutch or the centrifugal clutch. I have it torn apart now and the clutch basket has no notches either does the hub. the clutch plates look worn though. this is my first time working on a centrifugal clutch, so im not exactly sure what to look for for wear on that
