Well...maybe at a local level and depending on the rules and level of competition.
I used to be able to make a LT80 motor that would run side by side but they import the race stuff from overseas where they get real serious in scooter motor racing.
The built 70cc's can whoop up on a very well built 90cc race machine.

DRR/Apex are the ones to have.

True on the Honda, but it still is going to take a good bit of $$ to make it competitive with the DRR and Apex machines. What type of racing are you looking at, mx, flattrack, xc? I would suggest starting out in a stock class for his first race if possible. That may have some impact on machine choice if you are looking to buy one.
