Default 1986 LT230S front brake reservoir dry/crusty

Ok, So I picked up this 1986 LT230 that has been sitting in my girlfriends parents cabin garage for probably 10+ years. It is in pretty good condition all around.

Anyway, pulling the front brake lever got me no brake compression whatsoever. So I pulled the cap from the front brake reservoir and it was completely dry with some yellow crusty/gooey particles in the bottom. I blew the gunk out, cleaned up the cap and filled it with some fresh brake fluid. As expected, the issue was not fixed and none of the fluid had advanced out of the reservoir, even after repeated pumping of the lever.

So, I am trying to figure out what the next step is from here. I mean, pumping the lever isn't pushing and fluid, so will cracking the bleeder screws and pumping the lever do anything? I haven't tried yet but I assume not.

My main concern is why the fluid was empty in the first place. But until I get fluid flowing, I can't determine if there is some massive leak or not. Any help is much appreciated.
