Z400 cams face in at TDC

Default Z400 cams face in at TDC

So I began to tear down my z400 to put new piston rings and noticed the timing was completely wrong. At TDC my cams were facing inward. Everywhere I read and look up it says that the cams should face outward at TDC. I figured it was wrong and when I put the motor back together I though I should do the timing the "correct" way. Turn out now the motor won't start. The motor ran perfect before and now I'm not even getting it to backfire if I bump start it. Does anyone know why this could be and why the cams would be opposite of how it comes from factory? I have a stock piston and I'm pretty sure the cams are stock as well. Any help?

TDC on compression stroke or exhaust stroke? The crank will turn twice before the cams turn once. Rotate the crank 360 and see where the cams are.

it is on the TDC mark on the flywheel

Rotate the crank 360* back around to the TDC mark and the cam will only turn 180*.
