Default Ozark 250 Carb to Cylinder won't seal

Been having an issue with my Ozark 250 where the rubber throat piece that leads to the cylinder plate won't seal up against the metal.
Thus, I'm loosing compression and the engine coughs itself off. It had originally seemed to be glued or stuck together. But now, I can't get them forced together.
What am I missing? Did I loose a part somewhere? Any help would be grand!

So it looks like...and tell me if I'm wrong, that part number 17 has torn in half. Thus it won't be sealed by the screws into the cylinder.
Where would I buy such a part? Suzuki?

That's the boot and if it's torn it will be a problem.

Not sure what year you have, but ebay is always an option.
