1999 kingquad starting issues

I have a kigquad from a friend and im having few problems. First when i try to start the atv with push start button the starter can't push the engine or can't make it turn like if it have low voltage or to much compression. Same symptoms like a lawnmower when the compression release on the camshaft is broken. The battery is good on voltage. I tried manually using the string and i got it started for a minute but after that i couldn't start it again. The compression release is broke but i used a pair of pliers and can make it work but still won't start ,with the compression release the starter turns the engine but nothing happens it wont start not even manually and it seems to have spark and i used starter fluid but nothing happens. I need help with these issues..

Check the battery voltage when actually cranking the bike on the starter. Make sure all terminals on thick wires are clean and tight, including earths. If battery shows more than 9v when cranking and terminals are right, but starter is still "lazy" take starter to pieces and check for oil and dust, and that brushes are OK.
