As I wrote before "an engine that "won't turn over" is seized" but will it really not turn over? That brass plunger is the choke and must have been loose. The plastic threads that screw the assembly into the carb seem OK, if they are, screw it back in the side of the carb and see if the engine will turn over on the pull start, if it won't on the electric.

When the carburetor backfired, that brass plunger blew out and the plastic threads got wasted. I need to order another one and while were at it i am going to rebuild the carb.
