Kazuma Dingo 250 Auto Choke? Problem

Default Kazuma Dingo 250 Auto Choke? Problem
The ATV only starts if I put my hand over air intake of carburator and feather air into it. There is suction in the air intake and gas seems to be getting to carburator ok. Could it be a bad electric choke?
