thats a good question. im having the same problem with my suzuki 250. my stater is putting out between 19-40v and my v-reg. is keeping it between 8-10v but i cant run my lights off that. a guy at a moped shop recommended a battery tender?? i havent totaly fixed the problem yet but im hot on the trail. if you have figured it out by now or have any suggestions please let me know.

In general... Stator should be putting out over 30 vac at 2000-2500 rpms. The rectifer changes it to dc & the regulator should regulate it to about 13 volts. Some machines have the rec/reg as a package.
A battery tender / minder will charge batt but you are still not at the root of your problem.
