Honda 200 Type 2 will not idle

Hello Everyone,
I'm new to this community and I'm looking for some insight and suggestions into my current problem with my 1992 Honda 200 type 2 ATV. The break down is that this quad was my grandparents and they had previously let it sit for some years (with ethanol) and I'm trying to get it in working order. I've replaced the battery, spark plug, gas lines and have rebuilt the carburetor. In it's current state when starting it is cranking but does not turn over unless I press on the throttle, it will stay running as long as I'm pressing the throttle but dies as soon as I release (regardless of choke position).
I've pulled apart the carburetor and cleaned it thoroughly (twice). Replaced the jets and seals with a rebuild kit and adjusted the throttle needle to it's highest position.
