97 polaris 500 starting issues

I have a 97 polaris 500 xplorer and im having some starting issues. I have owned the machine for about 3 years now and since Ive owned it, the starting system has always given me trouble. Its main issue is that when you first go to start the engine, whether its warm or cold, the starter turns the engine over very slow like the battery is dead and then after the engine completes a stroke the starter turns it over like normal. Its done this since the day I bought and I havent been able to figure out why, I've replaced the starter, starter clutch, starter solenoid and whether it has a brand new battery or not, it still does it. Ive also checked the decompression lever and it appears to be functioning fine. The ground cable from the battery is run to one of the starter mounting bolts, Im not sure if that is the proper location for that or if its something the previous owner did. Any suggestions?
