Don't know about there but here (ky) I had no problem trading off my old propane tank. Do you all have trade in "stations" in mini-marts / gas stations? Last winter I took the old tank from my grill in to a local BP station. The guy swaped it out no problem. I recall a sign on the tank locker showing the diffrent valve handles of the old and new style vavles. ! want to say I even recall a sign stating that they would accept the tanks no problem. If memory serves it was that Blue Rhino outfit.
Out here you had to buy a replacement tank but they would dispose of your old one for free. Sucks that the bottle now only holds 4.2-4.4 gallons.
For a trailer, you really need to go to dual 7.9 gallon propane tank. Out here, they are about $60 each, and if you buy from the right place, they will fill them for free, the first time I would say down south to check out RV Giant, they are big enough for perks like that

As far as towing goes, you F150 should be just fine. I pull a 1968 24' Leisure time TT with my '05 Z71 1500 all the time with no problems. When I first "inherited" my TT I went to the local RV shop and expresed my concerns about pulling such a large trailer with half ton truck. They went over my truck's specs (final gearing, transmission, engine, etc) with me and determined my exact towing capacity to be about 1000 lb more than the TT would weight empty (the only way I'll tow it, I'll get water when I get to the camp ground.) They then turned their attention to the TT and went over its brakes, repacked the bearings, and replaced the tires. After I installed sway bars, and a load distributing hitch I was ready to travel.

Oh and BTW they told me that my old trailer weights about as much as Modern 31' trailers so you should be just fine.
