V,
while I'd like to have my input heard, orlando is a little to far from tallahassee to go to a meeting , and work is pressing now, I know that that sounds like an excuse, but maybe you can let some opinions be heard as well, by doing a print of this thread..
What I'd like to see is this..
1) give a limited use sticker that is enforceable by forest service & dept of agriculture to quads that have registered the titles to the state (already paid the 35 bux), for use that would allow riding in the national forests on the NUMBERED dirt roads, that connect the UNNUMBERED roads in the forests, under the forest service guidelines atv's can only use existing unnumbered roads in the forest, they cannot travel on numbered forest roads, as these are for street legal vehicles, the problem is this:
the unnumbered roads do not link together, the only way to link them, is to allow use on the numbered roads.
2) this will open up existing riding areas without purchase of any more lands in the national forest, and it will make it enforceable, the forest service sees the numbered roads as highways, and therefore subject to DOT and traffic rules. I don't have a problem with this, but allow a rider who is obeying a posted speed limit, or less, to use these dirt roads for access to the riding areas. make the rider subject to fines, and penalties if abusing the priveledge, (riding unsafe, etc) have a yearly sticker availabe for purchase that would further more riding areas, and generate revenue ongoing.
3) I use my atv in my business, so of course I'd like to see a yearly fee collected by the tax assessor, (that way the original cost of the atv dissapears off my personal business tax)
4) provisions can be made for having to run headlights, warning flags when traveling on NUMBERED roads, if need be.
I think that this is a workable solution for my area (Apalachicola Nat Forest, gadsden, leon, wakulla, countys) as it provides areas that already are being used for riding, costs no money, or little to implement, generates revenue for future, and gives a tax break to business owners of atv's
let me know of any suggestions you have, and feel free to add to them.
