New Minnesota ATV Regulations 2005-2006
Sorry if either of my comments came off as arrogant, impatient, or anything of the sort. That isn't or never was my intention. Perhaps I was having a bad day, I don't know. At any rate, I think my pack may be bad which would explain the loudness of my pipe. Is there any particular way to tell? Once I recieve the CD, what do I do? Just e-mail the results of the test to the DNR office, or is there a safety course I have to take in an actual classroom? Either way I want to be legitamate and legal. Also something worth noting is insurance. Is it like a car where you must have insurance, or is it optional? I already have it an plan on keeping it, but my dad (who pays for it) was just wondering.

Uncle,
for your muffler, there should be some screws or rivets that hold the baffle in place. Remove the baffle (you'll have to drill the rivets out and replace when done) then check your packing. Make sure you wear a good set of gloves because you DO NOT want to experience thousands of glass strands in your fingers/hands. If it looks worn, you should be able to get new packing from your local dealer. I have heard of some guys using regular home insulation, but I wouldn't recommend it. Replace the packing as needed. It uses more than you might think.
As long as you're 16 or older and have your driver's license, all you have to do is take the 8 quizes on the CD-ROM, pass 100%, and return your results to the DNR office in Little falls. If you explained your situation, they should have sent the information needed. There should be more of an explanation on the DNR site as well under the Education and Safety Training section.
If you already have insurance, then you're good to go. I don't believe there is any text in the regulations that pertains to insurance. If you have a lien on your machine, then your lender will require you to carry insurance anyhow.
Zooger,
I forgot to mention to make sure after your kids complete a safety training course, be sure bring proof of their certification with you when you come to MN to ride.

Uncle,
I double checked in the '05-'06 Reg's booklet to make sure they didn't change the laws, but on page 30 it says:
Effective January 1, 2006 anyone born after July 1, 1987 AND who is 16 years or older must successfully complete the ATV safety training independent study course before oeprating an ATV on public lands.
So in short, all you have to do is the independent study (CD-ROM) and you're good to go.
King4x4,
good to see you around yet. I think we met on one of the "old April 1st Nemadji Rides". If I remember right, you had a red Sportsman 500. I had the green SP500 and the blue helmet. Yeah I know, bad match.
But to answer your question, I feel that we should get our tax monies back from the state. Other motor vehicles pay the taxes to establish and maintain the roads, where we cannot ride. So it's only right that we get our funds back for the ATV trails.
