I'm not that familiar with the immediate San Diego area, but if you are willing to trek out to the desert there are a thousand places you could go.
When my kids were little, we use to set up in a secluded corner of Ocotillo Wells, and just let the kids ride around where we could sit in camp and keep an eye on them.

The place he described is Ocotillo Wells SVRA. It is a great place to camp and ride, but can get crowded (and dusty) on big weekends. But, it is huge and you can easily find a secluded spot for the kids to safely practice. There is no riding in Anza-Borrego State Park itself.

I live in the San Diego area and personaly like the Ocotillo area. It is on Interstate 8 before you hit El Centro. In the area is the Plaster City open OHV area, a rather flat place to ride. Just north of there is the Superstition Mountain open riding area. A lot of sand and some interesting hills. You can ride to both areas with connecting limited use roads and trails. Also in the area is Painted Gorge. The jeep trail to the top of the mountain is steep and is open only from June 30 to Jan. 1 each year. If you want a long ride you can go from Ocotillo to the Ocotillo Wells OHV area. Superstition can be crowded but it is big enough so you can still have a good time.
