<u>CLOUT Legislative Alert: SB 5761, action needed by constituents in your district!</u>

The most anti-ORV Senator in the WA Legislature is once again discriminating
against ORV users by submitting a Bill that would make them buy two permits
to use DNR Public Land. First your ORV Sticker, then another Recreation
Pass so you can ride on DNR Land.

This is an insult to ORV users as almost 40% of our Nonhighway and Offroad
Vehicle Activities (NOVA) Funds are already skimmed off the top by the DNR
right now just like they have been since 1973. This amounts to over $30
million the DNR has received from ORV users without having to submit a grant
or account for what they did with that money to promote and provide for ORV
recreation on DNR Public Land.

They have also received many of our ORV grants that provided additional
funding for specific purposes. Last year the Legislature just gave the DNR
approximately $900,000 of your ORV sticker funds without requiring them to
use it to promote and provide OHV recreation! Yes, the DNR has made some
effort to study potential new ORV areas but it is a year later and we still
don't have anything new on the ground.

Now they want you to have to pay an additional Recreation Fee to go on DNR
Public Land??????

Your ORV sticker should be proof that you have contributed more than enough!
Let the other users pay their fair share for once if additional fees are
going to be levied on anyone. We have paid enough and gotten ever smaller
areas to ride!

SB5761 has been scheduled for a public hearing before the Senate Natural
Resources, Ocean and Recreation Committee on 12-Feb-2009 at 10am in Senate
Hearing Room 2 in the J.A. Cherberg Building.

The DNR has done an abysmal job of accounting for the nearly $30 million
dollars they have already received by taking nearly 40% of the Nonhighway
and Offroad Vehicles Activities (NOVA) funds right off the top. They have
never been able to show in detail what they have done with that money to
benefit Off Road Vehicle (ORV) users after many, many requests for that
informaton.

They do not deserve to have any additional money from the public until they
can properly account for what they do with the money they already receive
from the users. Any new money from Non-OHV users via a new Recreational
Pass will just be lost in the DNR slop bucket unless you require them to
clear up their accounting for NOVA funds first.

ORV stickers must be accepted in lieu of any new Recreational Pass for use
of DNR Public Lands. ORV users have already contributed over $30 million to
the DNR since 1973 with very little to show for it. Let the other users pay
their fair share if you must.

As you know, Senator Jacobsen is not a supporter of ORV family recreation.
Please be very careful to protect the ORV users, the one group that has
financially supported the DNR for over 30 years even though we have very
little to show for it.
