Some of my thoughts. This type of thing is going to get worse because many state governments are all but broke (financially) due to irresponsible money management. The average citzen is already income and property taxed to the teeth so it's not politically prudent to raise taxes to make $$. That's where we come in. Unfortunately we are in the minority due to the fact that alot of people see atving negatively (due to many stupid and false reasons), and those people could care less if your state starts charging you money to own an atv (they may even think it's funny). Expect other states to follow the pack and also expect to get next to nothing in return for your atv tax dollars.
Heck my state's gov't is in pitiful shape financially and our newly elected governor promised to address this immediately! Did he get business taxes lowered to attract new industries? No. Incentives to increase wages (and thereby income taxes)? No. The big soulution: we now have "the grey law" which means legalized gambling that's heavily taxed by the state gov't! I pay taxes on my 2 atvs and I have gotten 0 in return for my $$, and I don't expect to. Sorry if I bored anyone.

I've been to all of the ANF trails and been to the following state trails:
Michaux
Buchanan (Martin hill and Sideling hill)
Sproul
Susquehannock
The trail in Clear Creek is non existant. I don't know where you got that one from, it isn't even up on their web site. I've heard Shenango Lake is new, but how many miles of trail does it have? It is also not up on their web site. The Timberline is a ANF trail, you have it listed twice. Once under the national forest trails and once under the state trails. The ANF Ridgeway ranger district takes (very good, I might add) care of it.

Pa sets ALL the reg money in a funds for ATV trails. There is a few million in the fund now. It is not a case of the money being spent on other things. By law it must be spent on ATV trail building or improvment.
About the taxes you pay. You got Hatfield-McCoy. Soon to be the best riding east of the Missisippi. And you get your pass for half the price of me.

Yes the Hayfield/McCoy system is great but I don't believe it's state funded (maybe I'm wrong). Most of it is on private and corporate owned land such as old railroad and coal land. Unfortunately for me it's a 5 hour drive to get there and I have'nt been there yet. In fact I don't know that there is any public land to ride on in WV-certainly not close to me. If anybody knows of any post it for me. You're right abou the pass price for H/M trails, it is very reasonable. Later.

THERE ARE NO PLACES TO RIDE CLOSE TO PHILA WHEN I SAY CLOSE I MEAN WITH IN AN HOUR WHAT IS UP WITH THAT ALL THESE NEW LAWS ETC I would love to see a response from the PA state govt about what they plan to do with the money in the near futhure There are over 100,000 atv riders in PA why dont we have trails like horse back riders do, mountain bike riders do, hikers do ?? why THIS IS CRAZY and very UNFAIR the goverment of PA does not do enough to support our sport/hobbie like they do with the above mentioned. IF the governor enjoyed ATV riding i bet there would be more "hope" for us

It really is a sad fact that ATVs and the public in general don't get along. What I was telling EXtreme, is true. The trails are out in the middle of no where. They are like this for a reason. For every guy, like me, who is trying to get power from his machine quietly, there are 100 guys out there who (mistakenly) think that a straight pipe is the way to go to get more power out of their machine. Thus you have a problem of noise polution. I am not familiar with your town, but if you had an ATV trail next to your house, you'd complain too. People there at all hours of the day and night riding seemingly unmuffled machines (mostly in the parking areas), you'd be up set too.
My real beef with the DCNR is the fact that they don't "get the word out" about their trails. Heck, trying to find a Trailhead in some places in nearly impossible, because of the lack of signs, not to mention the trail itself is poorly marked.

Wayne, thanks I stand corrected on the trail funding. We have a weekend trip planned for Hatfield/McCoy this fall and I am looking forward to it. Luckily I have a few hundred acres of private land and several miles of abandoned railroad right of ways to ride on near my house. Later!
