Default Blaster Oil Cutt-off help!!!!!!

I have a blaster I bought, completly torn it apart and powdercoated everything on it, now im putting it back together and i am done, but there is one problem, the guy i bought it from said there was a oil cuttoff on it, but im putting it back together and there is the oil resivor Hanging off my carb! Im like
oh S**t the guy lied(but it still ran???), and i want the oil cuttoff. So my dad told me to cut off the line going into the carb and screw a screw into the line to block it,
Can I Do That????? and why do you have to buy an oil blockoff instead of making a homeade OKIE style one?
