Default Rejetted carb in '04 Blaster... Throttle cable loose?

I rejetted my carb with a Dynojet jetkit on my '04 Blaster, after installing everything I went to hit the throttle and it didn't respond right away, so I pulled the cap off the throttle chamber and the cable is really loose.
Could it be where the mixing chamber cap screws on and the spring? I need to pull the carb off again, right?
Any ideas?

Thanks to you anyone that helps!

Well, I figured out the problem so I figure that I answer my own question in case anyone else runs into this problem.

The problem was that the black cylinder inside the carb was not lined up right. There is a groove on the back of the cylinder that will line up with a screw that sticks out inside the center tube in the mixing chamber.
If you're looking at the side of the carbuerator that has the choke, the groove should be on the back side.
The black cylinder should be able to float up and down the entire length of the mixing chamber.
I would have taken pictures, but it is such a pain in the a$$ to put it back together with the spring, that I forgot to.

I think that answers my question.
