With the 727, you shouldn't have any trouble staying out in front. You might want to start checking ebay for a used extended swingarm though. I believe the 727 is supposed to be a low-compression torque monster... hints the 10:1.

Carrillo Connecting Rod and true the crank about $500
727 kit including boring the cases, piston, 105mm sleeve, gaskets, etc.
Head work (did you already put heavy duty valve springs in? Do you already have an aggressive cam?)
Pipe - Looks like you have one already
FCR's I would make this a priority in the build as well
You're probably at about $3k with this above.
The swing-arm will be a must after that but, you could go as inexpensive as one of the swing-arm extensions to keep you near your budget.
I think people are steering you to the 10:1 because the stock carbs cause lean issues. Add to that high compression (tendency for pre-detonation) and this could be the problem some are seeing.) I would think if you go with the FCR's you would be fine with the 11:1 piston and 91 pump gas.
The other way to go would be to go with a mild 686 10.75:1 piston and stage 1 cams then get a +4 swing-arm and keep your stock carb. This is the set-up I have in my Wife's quad and it runs well. (Not fast enough for me though ) BUT, we ride in the sand and climb long hills. Sand sucks the power like nothing. If you are on any kind of packed surface I can't see the need for more power than this.

I would probably put some A-arms on it and beef up the suspension and an extended swing arm, that right there is prolly going to run you around 2000-2500 bucks. not much left for motor mods but you could go ahead and but in a nice cam with a new weisco hi-com piston. If you are going to be racing it those things are going to help you our alot more than motor mods. But i dont know quiete what you are plannning on doing with it.
