Default Broken Head Bolt!

My friend just got his 400ex head back from Dirtworx for porting and was installing it (keep in mind I was not there and do not know the specifics) but somehow managed to snap off one of the head studs inside the head! Something about tightening it to 17 foot pounds instead of 17 inch pounds. Anyway, I will find out the specifics tommorow, my question for now is where should he start? Drill out and re-tap? Any advice would be appreciated.

Is there any stud sticking out? If so, just get a pipe wrench on it and turn it out if there is no threads, if there's threads, put two nuts on the threads, torque them both together and then back it out by turning on the inner nut out, use even dispersed heat if it is stubborn, but be extra cautious on the head. If it is recessed, start small, drilling out(reverse drill bits preferrably) as accurately as you can in the center of the stud, then slowly step it up in drill bit sizes until you can get an easy out( reversed screw remover) into the center of the stud to back it out using lots of penetration fluid and heat if you must once again. Worst comes to worse, drill it out till there is practically no threads left and try to pick out the remaining threads, trying your best not to damage the threads in the head as much as possible. If you do damage the threads by going off center with the drill bits, you might have to HeliCoil the head, but chances are slim of having it be a reliable and sure hold. Either way, it's a good measure to tap the threads clean once you get the stud out. At 17ft.lbs, I wouldn't worry too much, it should come out with just reverse drill bits alone.
