What does it take to make a quad street legal in PA?

I've hear things like no solid rear axles and all it takes is an orange reflective triangle on the back to qualify it as farm equipment, and if you have turn signals and mirrors then it is the same situation as a car, but I need some facts. Thanks.

 

A few years ago, my uncle(constable sp) and my dad were discussing it. I think it was a law it needed to have the three wheeler conversion kit. You probably also need a motorcycle license.


I would go to a police department, or courthouse or something.
