Depends on how new of a quad youre talking about.
The newer ones, have the drive sealed up pretty good, and the intakes for them are as high, as the the air snorkle for the carb. I have a kodiak, that ive driven in water that was over the headlights, and the drive didnt get wet.
The replacement of the belt depends on how it was used. If its abused ( such as staying in high, when in high power situations and low speed), they wont last long.
Nothing must be done at the dealership. It all depends on how much you can do in your own garage. If you can handle carb adjusting and valve adjusting, then you should be able to do a belt change. Some of the belts are expensive, so you dont really want abuse them.

the belts wont slip as long as the intake for the CVT is above the water, and the CVT cover is sealed with no cracks or holes, it wont leak and slip...and like hondabuster said, use hi/low accordingly. and when i had my sprtsmn 500HO, changing the belt is quite easy actually.
