The reason that the dealer said not to fill it up to the brim is because if it's cold out and then it turns hot the gas will expand and spill out your tank vent. It could make a mess in your garage or trailer and even cause a fire danger.
Just use common since and you will be fine.
I can't talk about fuel mileage, but I'm sure someone will chime in.
