im almost certain its not a jetting problem...people have done it without jetting before and it runs the same with the baffel in.....but someone please tell me what the 'bowl overflow' is? and where do i connect the hoses off the bottom of the carbs to?

The two drain hoses at the bottom of the carbs are act as a one way check. If one is clogged or missing it could cause problems. And as SixsixT said take your carbs off and clean them good, you have trash some where in the idle circuit.
