Give him a break people. Crazyfor4wheels, stay away from that machine. Don't go out and buy the first machine that's faster than your current quad. You'll be buying quads til the cows come home! Do a little more research on the raptor or any quad you're looking at for that matter.
That's what these forums are here for, at least I believe. Like Jas said, the Raptor 660R should be running between 75-79mph stock. If you don't know alot about quads right now, it's my opinion you should look for a quad that's closer to stock form. Not to offend those that highly modify their quads since some do take very good care of them but if you're not sure what effect the modifications mean to the performance and lifespan of the quad, you may buy a heavily abused and break down prone machine without knowing it.
Usually it's easier to add modifications than it is to remove them. It's very concerning seeing the machine WITHOUT an air filter. Trying to start if for 10 minutes with 4 new plugs? Many possibilities why this is happening. None of them very cheap. I wouldn't even pay 1,000 bucks for it. If you see another quad you're interested in, try getting someone that knows quads to go look at it with you. If you don't have that option, try posting some specific info here and some of us will attempt to help you out.

ive gotta 04 raptor , and its got a cutom built muffler which i build, k&n air filter, jetted, with the
plastic and its been clocked at 155kph (90-100mph) thats no bull either
so if hes trin to sell you that piese o crap you better run
